Border district registers record fall in infant mortality rate
POONCH, SEPTEMBER 08: Member Parliament Jugal Kishore Sharma today chaired the meeting of District Development Coordination and vigilance Monitoring Committee (DISHA) Poonch to review the progress of various centrally sponsored schemes being implemented in the border district.
The meeting was attended by Vice Chairman State Advisory Board for the Development of OBC, Rashpal Verma, MLA Mendhar Javid Ahmed Rana, MLCs Yashpal Sharma and Pardeep Sharma, committee members K K Kapoor , Babu Ram, Menu Bala, Rakesh Sudan, Sunil Kumar Sharma, Jafreed Ahmad and Naresh Sharma, District Development Commissioner Poonch, Tariq Ahmed Zargar, ADDC Abdul Hamid, ADC Gurvinderjeet Singh, ACD, CEO tourism, Executive Engineers of PWD, PDD, PHE, PMGSY, besides other officers.
The MP reviewed implementation of various welfare schemes launched by the government of India and sought feedback from legislators, DISHA committee members for further improvement at implementation level.
Jugal Kishore said that transparency and accountability should be maintained at all levels of governance for visible impact on the ground. He said that efforts will be put in to bring more effectiveness in ‘DISHA’ by holding quarterly meetings to review the implementation of centrally sponsored schemes(CSS).
He underlined the need for effective supervision and close monitoring of the schemes and impressed upon the officers to create mass awareness to extend the benefits to maximum number of people .
The Committee members reviewed the physical and financial progress achieved by Rural Development, NHM, RAMSA, IWMP, Health, Education, PWD, PMGSY, PHE and other departments under various schemes.
It was informed in the meeting that district Poonch has registered record fall in infant mortality rate which is even below than national average.
Jugal Kishore asked concerned officers to conduct regular field visits along with field functionaries to resolve bottlenecks and address other issues for speedy completion of projects.
He appreciated the efforts of district administration in effective implementation of schemes like SBM,NHM, under PWD,PMAY, RAMSA,PMGSY, MUDRA etc. He said that better coordination among the government departments helps in preventing cost spill over of projects.
On shortage of doctors and other supportive staff in district hospital and others affiliated health institutions, the house directed district administration to conduct a survey to indentify the trained unemployed medicos and para-medicos and engage them under NHM .
About effective implementation and success of MUDRA scheme, the chairman directed the lead bank manager to educate and pass necessary directions to all branch heads for liberal advancing of loans to unemployed youth for starting their own business ventures.
Regarding poor conditions of some roads being maintained by BRO in the region, the directions were passed to the concerned authorities to take up the repair works.
Responding to the issues raised by legislators, the chairman asked executive engineer PWD to prepare a Detailed Project Report for Poonch circular road so that concerned central ministry can be approached for funds under(CRF) scheme.
Vice chairman OBC Rashpal Verma took strong note of slow pace of work on Kellar to Morah road & directed executive engineer to remove bottlenecks, if any, and fast pace the work on priority.
MLA Javid Ahmad Rana , MLCs Yashpal Sharma and Pardeep Sharma raised various development issues of the district and their respective constituencies. The chairman assured that all issues will be taken up with concerned union ministries for early solution.
Earlier, DDC Tariq Zargar, gave a detailed resume of physical and financial achievements of registered under various centrally sponsored schemes.
