J&K Govt frames State, Division Level Drug De-addiction Centre Monitoring Committees

Jammu, Mar 9: (UNI) Jammu and Kashmir Government has framed Drug De-addiction Centre Monitoring Committees in an order issued, here.
As per Reference Government order issued by the Health and Medical Education Department, Constitution of State Level Policy Implementation Monitoring Committee and Divisional Level Drug De-addiction Centre Monitoring Committee for Jammu and Kashmir Division respectively under Drug De-addiction Policy has been ordered.
The order read that the State Committee shall suggest changes in the policy from time to time as may be deemed necessary; try to look for financial support for various de-addiction activities in the State; and meet twice in a year, once each in Jammu and Srinagar, to monitor the implementation of the policy on ground.
The State Committee is comprised of Chief Secretary, J&K, BVR Subramanium as its Chairman, Administrative Secretary, Health & Medical Education Department as Vice Chairman, Administrative Secretary, School Education Department, Administrative Secretary, Social Welfare Department, Administrative Secretary, Youth Services and Sports Department, Administrative Secretary, Department of Law, Justice and Parliamentary Affairs, Director, SKIMS, Soura, Srinagar, Inspector General of Police, Crime Branch, J&K, Excise Commissioner, as members , J&K, Principal, Government Medical College, Jammu/ Srinagar.
Member Secretary (alternative every two years), Head of the Department, Department of Psychiatry, (IMHANS), Government Medical College Srinagar, Head of the Department, Department of Psychiatry, Government Medical College, Jammu as Technical Member.
The Civil Society Members included Dr (Prof) Rafiq Ahmad Pampori, Ex-Principal, GMC, Srinagar, Head, Darul Uloom Illahiya, Soura Srinagar, Zorawar Singh Jamwal, General Secretary, Press Club Jammu (Sr Journalist), Omar Trumboo, Civil Society Forum, Kashmir, Tashi Wangchuck, Social Activist (R/o Stalam Leh) as Members.
Meanwhile, Divisional Level De-addiction Centre Monitoring Committee for Jammu Division will be comprised of Administrative Secretary, Health and Medical Education Department as its chairman, Director, Health Services, Jammu, Project Director, J&K State AIDS Control and Prevention Society, Controller, Drug and Food Control Organization, J&K, as members, Head of the Department, Department of Psychiatry, Government Medical College, Jammu, as Member Secretary, Head of Department, Department of Psychiatry, Government Medical College, Rajouri, Additional Secretary, Department of Law, Justice and Parliamentary Affairs (to be nominated by the Department of Law, Justice & Parliamentary Affairs), Senior most Psychiatrist (to be nominated by the Director, Health Services, Jammu), Dy SP, Crime Branch, Jammu (to be nominated by the Crime Branch, J&K) as expert member.
The Civil Society Members included Vishal Bharti, Bureau Head, UNI, Jammu, Deepak Aggarwal, Founder, PAHAL, Social Organisation, Mohinder Nagar, Jammu, Deepak Gupta, General Secretary, Traders Federation, Rohit Shastri, President, Kailash Jyotish Evam Vedic Santhan Trust (regd), Jammu as its members.
Similarly, the committee from Kashmir Division has also been constituted by the government.
The committees shall also inspect the existing de-addiction facilities in the State of J&K and grant or cancel licenses, whatever applicable, after thorough and proper inspection of infrastructure, manpower and standards of care; advise various stakeholders from time to time in order for implementation of Drug De-addiction Policy on ground and look at monitoring of prescription drug abuse and suggest remedial measures to Drug Controller.
